Le Havre Strategy: Offer Timing, Building Engines & Food Economy

Le Havre strategy is about action efficiency. Every main action should either collect a sufficiently large Offer, run a valuable conversion, or create an asset that makes later turns stronger.

1. Do not take an Offer just because you can

Offers accumulate. Taking three useful goods may be necessary, but taking a larger stack one turn later can be dramatically more efficient. Compare the value of waiting with the risk that another player takes it first.

2. Build around conversion chains

Raw goods are most valuable when you know their next two steps. Wood may become energy or construction, clay may support Buildings, grain and cattle may solve future feeding. Collect toward a chain rather than hoarding miscellaneous goods.

3. Ownership is an economic weapon

A frequently used Building can pay repeatedly through entry fees while denying opponents free access. Buying or constructing the right utility Building can be stronger than owning something that only you intend to use once.

4. Solve food before food dominates you

Feeding requirements grow. If every round forces emergency conversions, you spend the game maintaining rather than investing. Establish a scalable food plan early, then transition toward Ships so your economy stops consuming valuable goods.

5. Ships are action compression

A Ship does not merely “provide food.” It reduces recurring Feeding pressure without requiring another action each round. The earlier a useful Ship enters play, the more future actions and goods it can save.

6. Watch energy requirements

Powerful processing Buildings often require energy. Do not create a conversion engine that stalls because all your fuel is tied up elsewhere.

7. Use loans as a recovery tool, not a plan

A loan can rescue a feeding crisis, and having loans is not automatically fatal. But interest and final repayment/penalty make repeated borrowing expensive. If you take one, identify the future cash flow that will remove it.

8. Time high-value exports and sales

Late-game Buildings can turn accumulated processed goods into large cash totals. Preserve enough time to perform those conversion/export actions; a warehouse full of valuable goods is not the same as converted end-game wealth.

9. Track the seven-turn round clock

The round ends after the seventh Supply step, not after every player has had the same number of turns. Know when Harvest and Feeding are about to occur so you do not get caught one action short.

10. Shift from engine to wealth

Late Buildings that need several cycles to repay their cost are weak. As the final rounds approach, favor Ships, high-value Buildings, cash generation and immediate conversions.

Common strategic mistakes

  • Taking Offers too early and spending too many actions gathering.
  • Building production that lacks either inputs or energy.
  • Solving each Feeding round separately instead of building a permanent solution.
  • Taking loans with no repayment route.
  • Finishing with valuable goods that never get converted into end-game wealth.
