Editorial analysis: Sheriff works best when your declarations are difficult to classify. A merchant who always smuggles is easy to inspect; a merchant who is always honest leaves too much contraband value unused.
Build a believable history
Several honest bags can make a later contraband declaration more credible. Likewise, an early bluff can make a genuinely legal bag attractive bait for an overconfident Sheriff.
Do not maximize contraband automatically
A smaller bluff that matches your hand behavior is often safer than stuffing the bag with maximum contraband. Expected value depends on both reward and inspection probability.
Price bribes against the likely inspection swing
As a merchant, never pay more to pass than the bag is worth to you. As Sheriff, compare a bribe with the expected penalty/compensation swing from inspection rather than accepting because the offer sounds large.
Sheriff: inspect evidence, not personality
Use hand flow, previous declarations, bag size and table incentives. A nervous player can be truthful; a confident player can be bluffing deliberately.
Legal-good majorities create hidden value
Legal goods are not merely low-risk filler. If a good is close in the King/Queen majority race, one honest shipment can be worth more than a flashy contraband card.
Late game: target the standings
When majority races and coin leaders are clearer, inspect or bribe with final scoring in mind. Preventing one rival’s high-value shipment can matter more than extracting a small payment from another merchant.
