Pandemic Outbreak Rules: Chains, 8-Outbreak Loss & Repeated Cities
An outbreak happens when the game would add a disease cube to a city that already contains three cubes of that disease color.
What happens during an outbreak?
Do not add a fourth cube to the outbreaking city. Instead:
- Advance the Outbreak marker one space.
- Add one cube of that disease color to every city directly connected to the outbreaking city.
Can those added cubes cause more outbreaks?
Yes. If a connected city already has three cubes of that color, it can chain into another outbreak.
Can the same city outbreak twice in one chain?
No. During the resolution of one infection card/outbreak chain, a city that has already outbreaked does not outbreak again.
Can a city receive cubes from multiple outbreaks in the same chain?
Yes, if separate neighboring outbreaks would add cubes to it and it has not itself already been resolved as an outbreak in that chain. Follow the rulebook’s outbreak-chain procedure carefully.
What happens at 8 outbreaks?
If the Outbreak marker reaches the final loss space—after the eighth outbreak—the players immediately lose the game.
Can an outbreak happen during an Epidemic?
Yes. The Infect step of an Epidemic places three cubes on the drawn city, and normal outbreak rules apply if that placement would exceed three cubes.
Do eradicated diseases outbreak?
An eradicated disease has no cubes on the board and its infection cards no longer place cubes while it remains eradicated, so it cannot outbreak unless the disease ceases to be eradicated under a special effect from an expansion.
