Spirit Island Fear & Terror Level Rules: Fear Cards and Victory

Fear does two jobs in Spirit Island: earned Fear cards disrupt the Invaders, and progressing through the Fear deck makes the game’s victory condition easier.

How do you generate Fear?

Spirit Powers can generate printed Fear. Destroying a Town generates 1 Fear; destroying a City generates 2 Fear.

How do you earn a Fear card?

For each Fear generated, move a marker from the Fear Pool to Generated Fear. When the pool is emptied, move the top Fear card face down to the Earned Fear Cards area, reset the Fear markers and continue counting any excess Fear.

When are Fear cards resolved?

Earned Fear cards resolve during the next Invader Phase, before normal Invader actions. Resolve them in the order they were earned.

Which effect on the Fear card do you use?

Use only the effect for the current Terror Level when the card resolves.

When does the Terror Level increase?

If earning a Fear card reveals a Terror Level divider in the Fear deck, the new Terror Level and its victory condition take effect immediately.

Terror Level 1 victory

Win when there are no Invaders—Explorers, Towns or Cities—left on the island.

Terror Level 2 victory

Win when there are no Towns or Cities left. Explorers may remain.

Terror Level 3 victory

Win when there are no Cities left.

Fear-deck victory

If you progress through the entire Fear deck to its final victory condition, you win immediately.
