Use rare action pairs before committing them to rail

If a tile contains two actions your engine badly needs, resolve those actions before sacrificing the tile as infrastructure unless the rail placement creates an even larger immediate payoff.

A connection is strongest when it links production, demand and contract requirements. Decorative network length without power or scoring purpose can consume precious tiles.
