Spend order is a turn-order tool

Because lower spending moves earlier next round, an inexpensive final action can secure a critical first move. Sometimes paying more now is correct; sometimes preserving turn order is worth more than a marginally stronger action.

Plan the Canal-to-Rail transition before it arrives

Ask which Canal industries survive, which level-1 tiles disappear and where your first rail network will need coal. A Canal-era build that looks efficient can be poor if it leaves no useful position for the Rail Era.
