Lords of Waterdeep Strategy: Agents, Quests & Hidden Lords
Editorial analysis: Lords of Waterdeep rewards turning each Agent into progress toward several goals at once: a Quest, your Lord’s end-game categories, a useful building engine or denial of a space an opponent clearly needs.
Choose Quests that overlap your Lord bonus
Your hidden Lord rewards particular Quest categories or another end-game condition. Do not force every Quest into that bonus, but prefer high-efficiency Quests that also advance your Lord scoring when the market gives you a choice.
Count VP per Agent, not only VP per Quest
A large Quest can require several separate placements to gather resources. Compare how many Agent actions the reward actually costs. Smaller Quests with good rewards can outperform a flashy high-value Quest if they use resources you already have.
Buildings are strongest when opponents want to use them
A building that only you use may still be worthwhile, but owner rewards become much better when the space solves a common need for the whole table. Build where the action is attractive enough that opponents repeatedly pay you indirect value.
Harbor is two actions of timing, not just an Intrigue slot
An Agent in Waterdeep Harbor plays an Intrigue card and later redeploys after normal placements. Use that second placement to claim spaces that were occupied earlier but have become available only if the rules permit, or to plan around what remains open late in the round.
Mandatory Quests are strongest when they break an opponent’s timing
Assign one when a rival appears ready to complete a high-value Quest or when the extra resource demand forces them into inefficient placements. A Mandatory Quest with no timing impact may merely give them points they can absorb easily.
Visible resource piles reveal likely needs
Opponent Quest cards are partly visible through their behavior. If a player repeatedly collects Wizards and Clerics, blocking the relevant building for one round can force a detour even if you do not know the exact Quest.
Round 8 is pure conversion
There is no future production after the last round. Spend Agents on resources only when those resources complete Quests or convert under end-game scoring. An uncompleted Quest and unused excess resources are usually weaker than immediate VP.
