How to Play Risk: Reinforce, Attack, Cards & Fortify

In Risk, a turn has three broad parts: reinforce your armies, attack if you choose, then fortify.

1. Reinforce

At the start of your turn, gain troops from territory control, continent bonuses and any eligible Risk card set you trade in.

2. Attack

Attack an adjacent enemy territory from one of your territories that contains at least two troops. You may attack with up to three troops, while the defender rolls with one or two troops.

Comparing dice

Sort both sides’ dice from highest to lowest. Compare the highest pair, then the second-highest pair if both sides rolled enough dice. Ties go to the defender.

Capturing a territory

If the defender loses the last troop in a territory, you capture it and move attacking troops into the conquered territory according to the current rules.

Risk cards

If you captured at least one territory during your turn, you earn one Risk card at the end of the turn. Matched sets can later be traded for additional troops.

3. Fortify

After attacking, you may make the allowed fortification move to strengthen your position.
