7 Wonders Cities Expansion Guide: Black Cards, Debt & Diplomacy

7 Wonders: Cities adds a new category of black City cards to the Age decks and increases direct interaction through Debt, Diplomacy and spying.

What Cities adds

  • 42 City cards, 14 per Age
  • Debt tokens
  • Diplomacy tokens
  • 2 additional Wonders
  • Team-play mode for 4 or 6 players
  • New effects involving opponents beyond normal resource production

Black City cards

City cards are shuffled into the normal Age decks. They represent mercenaries, thieves, spies and diplomats and create effects that are more disruptive or interactive than most base-game cards.

Debt

Some effects force opponents to lose coins. When a player cannot or does not pay as required, Debt creates a negative scoring consequence rather than simply stopping the effect.

Diplomacy

Diplomacy can let a player sit out a military conflict for an Age, changing who fights whom and making military planning less predictable.

Spying and interaction

Cities increases the amount of information and pressure that reaches beyond simple left/right resource purchasing. The expansion is designed to make opponents’ cities matter more.

Team play

Repos includes an official team variant for 4- and 6-player games.

Compatibility

Cities is compatible with the other current 7 Wonders expansions. Use the new-edition rules and components when combining sets.

Who should add Cities?

Choose Cities when your group wants more direct interaction and table pressure. Leaders adds strategic direction with less disruption; Cities makes opponents more relevant.
